EXPATS EXIT CLEARANCE MODULE
Dear Valued Clients,
In line with the directive from the Ministry of Home Affairs (MOHA), the Immigration Department of Malaysia (JIM) requires all companies to manage expatriates’ departure from Malaysia through pass shortening and Exit Clearance.
Effective 20 November 2025, this mechanism applies to expatriates holding Employment Passes (EP) for MD and Non-MD companies.
Key Highlights of the Mechanism:
1. Companies of the respective expatriates are responsible for ensuring that each expatriate’s exit information is reported in the eXpats System. This applies to expatriates holding EP who:
a. Have expired passes, and
b. Have no exit record or have not updated/shortened their pass validity with JIM
2. Companies may verify and update the expatriate status in Exit Clearance via eXpats System.
3. Exit information must be submitted within 30 days from the pass expiry date by uploading one of the following supporting documents through the eXpats system:
a. Copy of passport with exit endorsement, or
b. Flight ticket / boarding pass, or
c. Copy of Employment Pass (sticker/ePass) amended by a Malaysian High Commission Embassies, Consulates or other official Malaysian representations abroad
d. Employer’s declaration and confirmation letter stating that the expatriate has departed Malaysia accompanied by Form AM80 (signed before a Commissioner for Oaths)
e. Other supporting documents as applicable.
4. Companies who fail to report within the given timeframe will receive a system notification, and new expatriate applications may be placed on hold until the exit clearance is submitted. For reference, this mechanism is based on the latest directive shared by the Immigration Department of Malaysia (October 2025).
