What is Digital Games Testbed Programme

Digital Games Testbed Programme aims to provide opportunities for experienced Malaysian digital game companies to diversify and grow their IP portfolios by developing games based on new or existing unpublished products (new genres are encouraged) while enhancing co-development opportunities, collaboration, and knowledge transfer with Publisher.


Programme Objectives

This programme further strengthens Malaysia's position as a leading hub for game development in the ASEAN region.

The Incentives (up to)

RM700,000.00

Project Duration

A period of up to six (6) to nine (9) months

Mobilisation Fee

Up to 20% of the Incentive Assistance upon receipt of the original signed and stamped copy of the Legal Document

Required Output & Milestones

The milestone submissions to be submitted shall include, but are not limited to:

  • First Milestone:
    • Submission of a game prototype.
    • Signed agreement or publishing deal between the Recipient and the Publisher, demonstrating a joint venture for the Project.
    • Proof of Milestone 1 achievement, reviewed and verified by the Publisher.
  • Final Milestone:
    • Early Access Build, Internal Beta Build, or Alpha version of the game.
    • Game trailer.
    • Marketing and promotional plan.
    • Evidence that the Early Access/Internal Beta/Alpha build is completed, verified, and certified by the Publisher.

Eligibility Criteria


    • A local and registered company:
      • Incorporated in Malaysia under the Companies Act 1965 or the Companies Act 2016;
      • Active and a minimum of 51% shares held by Malaysian(s); and
      • Minimum issued and paid-up capital of RM20,000.00; or
    • Any businesses registered under the relevant laws (e.g., sole proprietorship, partnership).

  • In operation for at least 1 year.

  • The business nature of the Applicant is digital games-related activities; or the Applicant has a track record in games development as per the Applicant’s portfolio.

  • The Applicant must have:
    • Minimum one (1) digital game commercialised; or
    • Founder(s) with a minimum of five (5) years’ experience in producing, launching or commercialising games.

  • The Applicant must have evidence of the Publisher’s interest.

  • Not the subject of a liquidation, winding up, or bankruptcy order and has no going concern issue. The Applicant is required to submit a liquidation, winding-up, or bankruptcy search result, which can be obtained from e-Insolvensi’s website.

  • Directors or shareholders of the Applicant to declare and disclose if there is any business relationship/family relationship with any of MDEC’s directors or employees.

  • Directors or shareholders to declare if they are undergoing any litigation cases.

  • The Applicant is not blacklisted in the MDEC Blacklist Register and by any enforcement bodies or authorities, including but not limited to the Malaysia Anti-Corruption Commission (MACC), Security Commission Malaysia (SC), Bank Negara Malaysia (BNM) and Companies Commission of Malaysia (SSM).

  • Applicant with a common shareholder(s) is only allowed to submit one application for DGTP (not including venture capital investors and registered market operators, e.g., equity crowdfunding and ECF platforms).

  • The Applicant is not a current recipient of any grant, incentive, or funding programme administered by MDEC, National Film Development Corporation Malaysia (FINAS), or MyCreative Venture Sdn Bhd at the time of application.

  • No outstanding repayment amount due from Applicant and/or its Director(s), shareholder(s), owner(s), and/or partner(s) to MDEC under any grant/incentive/funding previously granted by MDEC.

  • Publisher’s company profile detailing its track record in development of creative works.

  • Integrity Declaration Form in Appendix C of MDEC Integrity Pact, to be obtained from here.

  • MDEC reserves the right to request additional information from the Applicant at any time.
