In order to navigate an intricate and fast-changing digital economy, MDEC puts together a management team that boasts extensive knowledge in many areas of our business. The Board of Directors is made up of representatives from the Government and corporate sectors.

 

The Board of Directors is ultimately responsible for the country’s tech-led initiatives, be it in terms of direction, strategic supervision, or management. With their blend of diversity and high-level expertise, there is no better team to guide MDEC towards a tech-led economy.

YB Datuk Seri Sr. Haji Md Alwi bin Haji Che Ahmad
SMW, PGDK, JSM, AMN, FISM, MAALS

State Assemblyman, Kok Lanas, Kelantan

YB Datuk Seri Sr. Haji Md Alwi bin Haji Che Ahmad was appointed as the Chairman of the Malaysia Digital Economy Corporation (MDEC) on 1 December 2021.

The State Assemblyman for Kok Lanas, Kelantan, Datuk Seri Sr. Haji Md Alwi has held various top positions in the government. He served as the Political Secretary to the Minister of Youth and Sports in 1990 to 1992 and to the Minister of Rural Development Malaysia from 1993 to 1999, before taking position as the Political Secretary to the Prime Minister in 2007 to 2009.

Prior to serving as State Assemblyman, he was also the Member of Parliament Ketereh from 2004 to 2008. A leading figure in poverty eradication, he has been serving as the Chairman of Yayasan Kemiskinan Kelantan since 1993.

Datuk Seri Sr. Haji Md Alwi has also held multiple corporate positions, including serving as Chairman to Silver Ridge Berhad from 2004 to 2008, Syarikat Permodalan Risda Berhad from 2006 to 2016,  

and KEMUBU Agricultural Development Authority (KADA) from 2014 to 2018. He is currently a Board Member of Universiti Teknologi Malaysia since 2020.

A professional Licensed Land Surveyor, Datuk Seri Sr. Haji Md Alwi is a Principal of AA Geomatics and Survey Consultants Firm and a Fellow of the Institute of Surveyor Malaysia.

His robust academic qualifications include a Bachelor of Applied Science (Survey & Mapping) from the Western Australian Institute of Technology Perth (now Curtin University) and a Master’s Degree in Public Administration in Universiti Utara Malaysia (UUM); on top of professional training in Hydrography and Seabed Mappings, Motorised Levellings, and Lidar Surveys and Mapping from Canada, Sweden, USA and China.

YBHG. DATO' SERI HAJI MOHAMMAD BIN MENTEK

Secretary General at the Ministry of Communications and Multimedia

YBhg. Dato’ Seri Haji Mohammad bin Mentek was appointed to the Board on 25 November 2020.

YBhg Dato’ Seri Haji Mohammad bin Mentek took office as the Secretary General of the Ministry of Communications and Multimedia (KKMM) on 4 November 2020. He graduated with a Bachelor of Science in Mathematics and Bachelor of Science in Statistics from the University of Minnesota, USA, and has an accumulated 28 years of extensive experience in public administration.He began his career as an Assistant Secretary for the Human Capital, Services and Training Division at the Ministry of Energy, Telecommunications, and Post. He also served in the Finance Office of the Perak State Government. One of his accomplished milestones was being appointed as the first Director of the National Institute of Public Administration (INTAN), Sabah branch. He served in this this role the longest from year 2000 to 2009.

He was given the responsibility to lead the Immigration Department in Sabah for three years, thus becoming the first Sabah native to be appointed at this position.He made another landmark achievement when he was appointed as the first Director-General of the Eastern Sabah Security Command (ESSCOM) in 2013. He also served as Senior Under-Secretary for the Human Resource Management Division for the Ministry of Education In 2014. YBhg Dato’ Seri Mohammad was later appointed as the Secretary General for the Ministry of Housing and Local Government (KPKT) in 2016, where he became the first Sabah native to be appointed to this position. He was later re-assigned, in similar capacity, to the Ministry of Entrepreneur Development and Cooperatives (MEDAC).

YBRS. Abu Bakar @ Salleh bin Hj. Jambol

Undersecretary For The International Division of the Ministry of Finance (MOF)

YBrs. Abu Bakar @ Salleh bin Hj. Jambol was appointed to the Board on November 1, 2021.

Abu Bakar @ Salleh bin Hj. Jambol started his career in 1995 as Administrative and Diplomatic Services officer, attached to the Ministry of Finance, Malaysia (MoF).

Over the last 26 years, he remains working in MoF and serves in various offices/divisions, among others, the Sabah’s Federal Treasury Office, National Budget Office, National Strategy Unit, Strategic Financial Control & Corporate Division, and Remuneration Policy & Management Division.

He is currently the Undersecretary of International Division, MoF, a position that he held since July 2021.

He holds a Bachelor’s Degree in Public Administration (UUM) and also Master’s Degree in Economics (UPM).

Apart from MDEC, Abu Bakar also sits in the boards of the Labuan Port Authority (LPA), Perak Housing and Property Development Authority (LPHP) and Malaysian Global Innovation and Creativity Centre (MaGIC).

His main areas of expertise and interest are strategic policies, economics and international trade and relations. During his free time, Abu Bakar loves to engage in recreational activities and sports.

YBHG. PROF EMERITUS DATO’ DR HALIMAH BADIOZE ZAMAN FASc

Non-Executive Independent Director

She was appointed onto the Board of Directors of Malaysia Digital Economy Corporation (MDEC) effective 5 April 2019.

Professor Emeritus Dato’ Dr. Halimah Badioze Zaman is currently Holder of the Tan Sri Leo Moggie Distinguished Chair in Energy Informatics at the Institute of Informatics and Computing in Energy Informatics (IICE), Universiti Tenaga Nasional (UNITEN). Prior to this she has served in various capacities and roles at Universiti Kebangsaan Malaysia (UKM) for 39 years, which includes being one of the Founders of the Faculty of Information Science and Technology, founder of the ICT Niche at UKM and was the Founding Director of the first Centre of Excellence in Computer Science at UKM called Institute of Visual Informatics.

Over the years Professor Emeritus Dato’ Dr. Halimah has gained tremendous recognition in field of Computer Science and Information and Communications Technology by not just amongst the academia but also government and industry, and has played a key role in various collaborations with the government and industry leaders, nationally and globally. It is through these collaborations that she’s able to receive multiple accolades for inventions and innovations at both the national and International levels. She has been honoured with the title of Professor Emeritus by Universiti Kebangsaan Malaysia (UKM) for her continuous contributions to research and intellectual knowledge that has benefitted government, industry and society both nationally and globally.

YBhg. Datu Dr Muhammad Abdullah bin Zaidel

Non-Executive Independent Director

YBhg. Datu Dr Muhammad Abdullah bin Zaidel was appointed to the Board on August 6, 2020.

With his extensive experience from the finance sector and in business management, was able to accelerate Sarawak’s economy and take it to greater heights. He graduated from Universiti Malaysia Sarawak (UNIMAS) with a PhD in Finance and a Masters Degree for Business Management from Universiti Teknologi MARA (UiTM). Since 2019, Dr. Muhammad Abdullah is an alumni of Harvard Business School, Harvard University.

 

Since 2008, Associate Professor Dr Muhammad Abdullah is a Senior Lecturer at the Faculty of Economic and Business, UNIMAS. He also spent a fair bit of time in the corporate sector as well when he was a Senior Vice President at KAF Seagroatt & Campbell Securities Sdn. Bhd. and a Vice President at CIMB Securities Sdn. Bhd.

 

Presently, he is a board member for the National Wage Consultative Council, Sarawak Economic Development Corporation, Land Custody Development Authority and Petroleum Sarawak Bhd.

YBRS. LEE CHIN CHEH

Non-Executive Independent Director

YBrs. Lee Chin Cheh was appointed to the Board on August 6, 2020.

His passion for law saw him worked his way as he earned his law degree before starting his own firm in 1997. His prowess in the legal arena and the trust gained from clients has seen him established himself firmly in the corporate world being a legal advisor and director at many private and public companies based in Malaysia, Singapore, Indonesia, Australia and Germany over the past 23 years.

 

He has advised and completed various cross border mergers and acquisitions in multiple fields. Lee began his political foray in 1997 and made strong inroads in his political career, first being named a council member with Majlis Bandaraya Petaling Jaya (MBPJ) and later becoming a state assemblyman after winning the Kajang state seat in the 2013 general election.

Lee’s political career sees him now playing an active role in government, having held the post of Special Tasks Officer to the Minister of Housing and Local Government since 2018.

 

His involvement beyond politics and law extends to his services to various community based organisations over the years, either as a senior office-bearer or legal advisor. Lee received his Bachelor of Law, LLB (Hons) from the University of Wolverhampton, United Kingdom.

YBRS. AIREEN OMAR

Non-Executive Independent Director

She is an Economics graduate of the London School of Economics and Political Science and holds a Masters in Economics from New York University.

YBrs. Aireen Omar was appointed to the Board on November 3, 2020. Aireen Omar is currently President (Air Asia Digital), AirAsia Group where she is responsible for its digital strategy, promoting innovation throughout the group and encouraging collaboration across AirAsia’s businesses and markets.

She oversees large, digital strategic group-wide initiatives to help transform AirAsia Group into a global, cloud and data driven, and platform company. At RedBeat Ventures, Aireen is also pivotal in incubating and growing the digital and fintech businesses such as BigLife, BigPay, Teleport, Santan, and in transforming airasia.com into more than just an airline platform.

YBRS. DR DHESI BAHA RAJA

Non-Executive Independent Director

Dr Dhesi holds a Master of Public Health and DrPH (Doctor of Public Health) and is passionate about Data Science and Artificial Intelligence.

YBrs. Dr Dhesi Baha Raja was appointed to the Board on November 3, 2020. One of his key contributions to Malaysia was i-Kelahiran, a software that organizes birth data, immunization coverage & tracks high risk pregnancies in real time. The technology was then implemented in government hospitals and clinics around Malaysia.Pursuant to winning first prize in the Global Impact Competition, he was sponsored to the Singularity University in Silicon Valley where he co-founded Artificial Intelligence in Medical Epidemiology, a software that has the capability of

identifying deadly outbreaks 3 month in advance & geo-locating them up to 400 meter radius. He was also invited by the Honorable Chancellor of Germany, Madam Angela Merkel to share his expertise on AI for Antimicrobial resistance and the use of technology to solve global grand challenges in Germany.Dr Dhesi is one of the experts that drafted the use of technology to achieve the Sustainable Development Goals for the United Nations in an expert panel meeting in New York & Geneva.

YBRS. IZZANA SALLEH

Independent Non-Executive Director

YBrs. Izzana Salleh was appointed as an Independent Non-Executive Director of MDEC on 1 December 2021.

She holds a Masters in Public Administration from Harvard University’s John F. Kennedy School of Government and a Masters in Business Administration from Imperial College Business School. She is also a Biotechnology graduate from California State University, Pomona.

YBrs. Izzana Salleh was appointed as an Independent Non-Executive Director of MDEC on 1 December 2021. She is also a member of the Talent Corporation Malaysia Berhad Board of Directors and a Member of the Investment Panel with SOCSO.

She has extensive experience in management, public policy, start-ups, and international NGOs. She is currently the CEO of RISE Human Capital, where she is focused on developing talent through global collaborations, mindset shifts, and targeted behavioural growth.

Izzana has extensive public service experience, being the Co-Founder and President of Girls For Girls (G4G) International, a global Not-For-Profit organisation aimed at helping young women develop the courage, vision, and skills to take on leadership.

YBRS PROF MADYA TS. DR. NOOR AFIZA MAT RAZALI

YBrs Prof Madya Ts. Dr. Noor Afiza Mat Razali was appointed to the Board on 23 February 2022.

An Associate Professor at the Defence Science and Technology Faculty in the National Defence University of Malaysia (UPNM), Ts Dr. Noor Afiza also serves as the Director of Industry Relations Division, Office of Assistant Vice Chancellor (Services, Industry Relations & Corporate Affairs) from September 2021.
 

Ts. Dr. Noor Afiza Mat Razali has deep roots in IT and digitalisation, having worked 10 years in the IT industry in multiple international corporations focusing on IT solution implementations, operation support, and project management locally and internationally before venturing into her academic and research career. This includes serving as IT Technical Consultant (IT and Global Business Services) with HP Enterprise Malaysia.

 
Ts. Dr. Noor Afiza has extensive education in technology from universities in Japan. She holds a Bachelor’s Degree in Computer and Information Engineering from Ibaraki University, as well as a Master Degree in Computer Science and a PhD of Science in Computer Science with research area in Cybersecurity from Tokyo University of Technology.
 

At UPNM, Ts. Dr. Noor Afiza’s vast swathe of research and expertise covers Cybersecurity, Internet of Things (IoT), Big Data Analytics, Artificial Intelligence (AI), Robotics, Blockchain Technology, Smart City, Human-Computer Interaction and Disaster Management System. She is a recipient of Fundamental Research Grant Scheme (FRGS) grants and others for research in Cybersecurity.

 

Ts. Dr. Afiza also contributes to the wellbeing of Malaysia’s international relations through assisting in governmental policy discussions, as well as organising national and international level conferences and seminars focusing on economic, education and human resource development between Malaysia and Japan.

 

With regards of her expertise, Ts. Dr. Noor Afiza was – among others – appointed as the External Advisor to National Security Strategy Centre (NASTRAC) from 1 November 2021. She is also one of the panel of experts for the Malaysian Board of Technologist (MBOT) and the expert panel reviewers for the Ministry of Science, Technology, and Innovation (MOSTI) Grand Challenge Grant.

YBRS DR JAMES TEE

Independent Non-Executive Director

YBrs Dr James Tee was appointed to the Board on 23 May 2022 

Dr James is a seasoned chief executive officer with more than 22 years of extensive work experience and strong expertise in smart city developments, hyperscale data centre (HDC), digital and urban technologies, construction and investment, asset management, insurance and management strategy consulting. He previously served as the CEO of public-listed and non-listed real estate/technology companies and was also a management consultant with McKinsey & Company.

 

He holds a Ph.D. in Materials Science & Metallurgy from the University of Cambridge, United Kingdom. A Commonwealth Scholar, he also has a First-Class Honours Degree in Bachelor of Engineering from Universiti Teknologi Malaysia (UTM). He is the author of a comprehensive book, “Malaysian Real Estate Industry – Value Creation Strategies”.

 
 

Dr James is a Board Member of Universiti Teknologi Malaysia and also an Advisory Council Member for Azman Hashim International Business School (UTM). He is an Honorary Advisor to the Centre for AI Innovation, a global network to guide digital transformation initiatives. He was Honorary Secretary of the Malaysian REIT Managers Association as well as a Member of Young Presidents’ Organization. He is passionate about developing young leaders and making a difference through innovative technologies.

Dato’ Mohd Irwan Rizal bin Mohd Ali Napiah

Independent Non-Executive Director

Dato’ Mohd Irwan Rizal was appointed to the Board on 16 July 2022

Dato’ Mohd Irwan Rizal has a varied history in the communications and skill industry, politics, non-government organisations (NGOS), and sports. He served as the President of the Contact Centre & Customer Relationship Management Association Malaysia and the Communication Industry Association Malaysia, as well as Leader with the Asia Pacific Contact Centre Association. His extensive career in communications and technologies also includes him serving as advisor for the China Call Centre and CRM Association.

 

He is currently completing a PhD in Management and holds a Master’s in Business Administration from Lincoln College University. He also received a Master’s in Executive Business Administration from Cybernetics International College of Technology.

His broad experience includes being an EXCO with Malaysia Corruption Watch, being part of the Board of Yayasan Wilayah Persekutuan, and holding the position of Executive Chairman and Group CEO of MIR Group. Besides that, Dato’ Mohd Irwan Rizal is the Founder and President of Pertubuhan Kasih Malaysia, Persatuan Bekas Pemain Bolasepak Kuala Lumpur, and the Vice President of Victoria Institution Old Boys’ Association (VIOBA).

 

He was also appointed as the National Industry Expert with the Ministry of Human Resources in 2015. Additionally, he was of part of the National Occupational Skills Standard (NOSS) certified personnel in developing NOSS and the accreditation processes under the Ministry of Human Resources of Malaysia.
