A recognised industry leader, Mahadhir has a proven track record of over 20 years in various industries including Financial Services, Energy (Oil and Gas), Information Technology and Media, serving established global and local organisations such as Deloitte Consulting, Kodak, PETRONAS and AmInvestment Bank.

He was previously the co-founder and CEO of Futurise since its establishment in 2017, an agency under the Ministry of Finance mandated to drive the National Regulatory Sandbox (NRS) and a wholly owned subsidiary of Cyberview. In March 2020, Mahadhir was also handpicked to be part of the founding team at the National Economic Implementation and Strategic Coordination Agency (LAKSANA) under the Ministry of Finance.

Appointed the General Manager at Cyberview in 2015, he was instrumental in formulating the development of the Cyberjaya Global Technology Hub Blueprint and its implementation. Amongst the notable digital and tech transformation projects in which he successfully launched was the establishment of the City Innovation Council to manage Smart City implementation including the Cashless Cyberjaya programme.

He currently chairs several strategic committees focusing on the development of Malaysia’s future tech ecosystems and regulations including the National Regulatory Sandbox (NRS) Advisory Panel.  Mahadhir has also served on various committees such as the United Nations Technology Innovation Labs Advisory

Panel and the Malaysian Industry4WRD Regulatory Panel at the Ministry of International Trade & Industry (MITI).

On the global stage, Mahadhir has represented Malaysia at the Krasnoyarsk Economic Forum (2015 – a World Economic Forum branch of Russian Federation), Smart City Expo World Congress (2016-2018) in Barcelona (where he was acknowledged as among the global thought leaders in smart city initiatives), Global Transformation Forum (2017) and United Nations World Urban Forum (2018) which subsequently led to him being invited as a panel member of the United Nations Technology Innovation Labs.

Mahadhir is passionate about developing communities and society in general. He has contributed pro-bono work for the Project Management Institute (PMI) where he was the Content Reviewer and Contributor for the Project Management Body of Knowledge (PMBOK), which is the guide used for all PMI-certified project managers (Project Management Professional – PMP) globally.

He is an active participant in the Malaysian education system at both the university and secondary school programs ranging from volunteer work to arts and STEM. Mahadhir holds a B.Sc. Computer Science from Lakehead University with a Minor in Business and is registered with the Malaysia Board of Technologists (MBOT).

RAYMOND SIVA

He is a sought after Reputation and Influence Strategist for international brands, local conglomerates and CEOs.

Mr. Raymond Siva has more than 23 years of experience in journalism, strategic marketing and crisis and issues response. He is a sought after Reputation and Influence Strategist for international brands, local conglomerates and CEOs. He has conducted over 100 spokesperson and crisis training, messaging workshops and talks in Malaysia, Indonesia and Singapore.

He was appointed as CMO (Chief Marketing Officer) of  the Malaysia Digital Economy Corporation (MDEC) in

October 2019 and Senior Vice President of Investment and Brand in December 2020, overlooking a 110 person team. This includes Investment Development and Promotion, MSC Business Services, Brand Marketing and Strategic Communications.

He holds an LLB from the University of London and a Professional Diploma in Public Relations from the Institute of Public Relations Malaysia.

AIZA AZREEN AHMAD

She worked across multiple industries in strategy development and execution of large-scale business transformation.

Ms. Aiza Azreen Ahmad is MDEC’s Chief Digital Business Officer (CDBO) and brings well over 20 years’ worth of experience and expertise, to further strengthen MDEC’s resolve in leading Malaysia’s digital economy forward. In her position, she oversees and steers the Digital Adoption Ecosystem in E-Commerce, Business Digital Adoption, Data Ecosystem Development and DigitalInfrastructure and is also accountable to identify external innovation opportunities, aiming to expand and execute on new commercial strategies in MDEC, while building its corporate business and innovation arms.

Aiza’s career spans twenty years with a starting point in investment and corporate advisory, before she progresses to leadership positions including C-Suites in international and regional companies in the areas of fintech, telecommunication, banking and financial services, conglomerates (plantation, motor, industrial and property businesses), media and communications, management

DATUK FADZLI ABDUL WAHIT

Prior to joining MDEC, Datuk Fadzli was the Partner/Executive Director for the Management Consulting Practice of KPMG Business Advisory (Head of Government Sector), KPMG Malaysia.

Datuk Fadzli Abdul Wahit is currently the Chief Strategy Officerof MDEC. Prior to joining MDEC, Datuk Fadzli was the Partner/Executive Director for the Management Consulting Practice of KPMG Business Advisory (Head of Government Sector), KPMG Malaysia.

Datuk Fadzli has over 30 years’ experience in advising government and semi-government clients in Malaysia, and his main areas of specialisation are in Policy Development, Economic & Feasibility Study, Strategy Planning & Advisory, Corporate Restructuring and Corporatisation & Privatisation of public utilities industries. His breadth of expertise has helped various stakeholders and partnership between government sectors and large corporations. He has also led several successful projects relating to Information Technology, Project Management, Strategy & Business Process and Human Resources.
Datuk Fadzli’s past professional experience includes stints at Coopers & Lybrand Management Consulting, Arthur Andersen Business Consulting, RHB Sakura Merchant Bank & MIMOS Berhad. Richard Loh

Digital MDEC

Prior to his appointment at MDEC, he was serving at AXA Partners (Asia Region) as its Chief Information Officer.

Mr. Richard Loh Tian Hu was appointed as Chief Innovation and Technology Officer of MDEC on August 6, 2021. He has more than 24 years of experience in AI, data and information technology.

He began his career in 1997 at Siemens Malaysia, eventually rising to become the Chief Information Officer at Nokia Siemens Networks in 2006. He also served as the Chief Information Officer of AIG Insurance Malaysia as well as Country Head of IT Services at Zurich Insurance Malaysia.

Prior to his appointment at MDEC, he was serving at AXA Partners (Asia Region) as its Chief Information Officer. He is responsible for leading and developing MDEC’s Digital Information Technology Strategy, Plan and Transformation. He is also tasked to review, reorganise and integrate MDEC’s technology functions and infrastructures to maximise MDEC’s capabilities and ensure that they are aligned to provide high quality digital innovations and technology services that are dynamic and responsive to both internal and external customers.

Prior to his appointment at MDEC, he was serving at AXA Partners (Asia Region) as its Chief Information Officer. DR SUMITRA NAIR

Skills & Jobs

Her key mandate is to ensure that Malaysian youth are equipped with the necessary digital competencies for the future workforce.

Dr. Sumitra is Vice President and Head of Digital Skills and Jobs at Malaysia Digital Economy Corporation. Her mandate is to lead MDEC’s digital talent development and inclusion strategies in ways that empower Malaysians to take advantage of digital technologies for career and income opportunities.

To date, her work has impacted more than 2 million Malaysians. In her prior role at MDEC, Sumitra also initiated and led a national initiative to empower small and youth businesses with digital marketing skills, benefitting more than 300,000 microbusinesses in Malaysia.
Her past roles include holding leadership and advisory position in corporate responsibility and sustainability portfolios at DiGi Telecommunications and Telenor ASA. Sumitra holds a PhD in Business Economics from Monash University Malaysia, a Graduate Diploma in Accounting and Finance from the Association of Chartered Certified Accountants, an Executive Management Certificate in International Marketing from INSEAD University, as well as a Bachelor of Economics with Honours from University Malaya. Her most important role is being a mother to two digital natives.

Her past roles include holding leadership and advisory position in corporate responsibility and sustainability portfolios at DiGi Telecommunications and Telenor ASA. Mr. Gopi Ganesalingam is a finance professional and an entrepreneur who has served in executive and board positions in the Asia Pacific region for the last 30 years. Gopi has worked in brand names like Matsushita, American Express International, Lucent Technologies, Telstra Australia, Duetsche Telecoms Consulting and as go-to-market partners for salesforce.com and Google (via the company he founded, LAVA Protocols). Gopi is now the Vice President of Tech Ecosystem & Globalisation (TEG) at Malaysia Digital Economy Corporation (MDEC), the government agency tasked with championing and leading Malaysia’s Digital Economy.

At MDEC, Gopi is at the forefront of championing talented tech entrepreneurs and disruptors whilst

growing and connecting the local tech ecosystem to be globally visible and competitive – powering the tech companies and the entrepreneurs to actualize their business vision. Gopi has always been passionate about developing Malaysia’s nascent Digital Economy towards achieving sustainable and inclusive socioeconomic development. His end goal is to connect and propel the global digital economies via government intervention, corporate partnerships/innovation, aligning investors/funders, government and business chambers, all of which will link global tech economies. NORA JUNITA HUSAINI

Nora Junita is a Fellow Chartered Accountant with the Institute of Chartered Accountants in England and Wales.

Ms. Nora Junita Hussaini is MDEC’s Chief Financial Officer (CFO) and brings with her over two decades of experience and expertise, to further strengthen MDEC’s resolve in leading Malaysia’s digital economy forward.

She has led finance, strategy, supply chain management and multiple other corporate functions at organisations such as webe digital sdn bhd (unifi mobile), under Telekom Malaysia Berhad; Packet One Networks Malaysia Sdn Bhd, under Green Packet Berhad and Robi Axiata Limited (Bangladesh), under Axiata Group Berhad. Her extensive experience also includes M&A, business turnaround and change management, especially in telecommunications and digital services.

Nora Junita graduated with honours from the London School of Economics and Political Science with a Bachelor of Science in Economics. She is a Fellow Chartered Accountant (FCA) and Business and Finance Professional (BFP) with the Institute of Chartered Accountants in England and Wales and a member of the Malaysian Institute of Accountants. She also has Board of Directors experience with private limited and public listed companies and is a member of the Institute of Corporate Directors Malaysia (ICDM) and Lead Women.

Whistleblowing

MDEC is committed to a high degree of integrity, transparency and good governance in the conduct of its operations. In view of this, MDEC employees and member of the public who has reasonable belief of any improper conduct, may report or make a disclosure of the same, in compliance with MDEC’s Whistleblowing Policy.

Improper conduct may include any wrongdoing, malpractice, activity deemed as dishonest, unethical or in violation of MDEC’s regulations, guidelines, internal policies and procedures but not limited to:

  • Criminal offence under the law, such as corruption, fraud, forgery, criminal breach of trust, abetting or intending to commit criminal offence
  • Acceptance, involvement or solicitation of a bribe, corruption or fraud, or a favour in exchange for direct or indirect personal benefits
  • Misuse of MDEC’s funds or assets
  • Gross mismanagement within MDEC
  • Serious breach of the MDEC’s Code of Conduct, in particular failure to disclose a conflict of interest
  • Serious financial irregularity or impropriety within MDEC
  • Actions prescribed under the Malaysian Anti-Corruption Commission Act 2009
  • An act or omission which creates a substantial or specific danger to the lives, health, or safety of MDEC’s employees, the public, or the environment
  • Failure to comply with the provision’s relevant laws and regulations where the person knowingly disregards, or does not comply with such provisions
  • Attempt to conceal information relating to improper conduct
  • Knowingly directing or advising a person to commit any of the above improper conduct
  • In line with MACC, all disclosures will be managed by Integrity and Governance Department (IGD) MDEC through a whistleblowing process. All information disclosed including any information on the nature of the improper conduct and the identity of the individual disclosing such information will be kept confidential unless so required under the provisions of any law or order of a competent court.

He is also the President and CEO of EMIR Research that specialises in data driven research on any given national or international issues. He has more than 23 years corporate experience in leading and managing local and global telecommunications, technologies and IT companies.

    He has been actively promoting inbound investment, technology and execution for high-tech high value projects in Malaysia and the exciting growth markets of the ASEAN economic zone. Among the issues that fascinates him are those related to disruptive change, big data, the wide use of apps driven economy, algorithms and artificial intelligence. Straddling between science, strategy, communications, and policy advice, Dr Rais has sought to convince governments to adopt a private public partnerships as advocated by World Bank, to resolve any market break down or conundrums.

    Dr Rais Hussin received his Bachelors in Economics (Hons), Masters in Management and Doctorate in Business Administration from the International Islamic University Malaysia (IIUM).
     
     
     
    YBhg. Dato’ Sri Haji Mohammad bin Mentek
    Secretary General at the Ministry of Communications and Multimedia
    YBhg. Dato’ Sri Haji Mohammad bin Mentek was appointed to the Board on 25 November 2020. YBhg Dato’ Sri Haji Mohammad bin Mentek took office as the Secretary General of the Ministry of Communications and Multimedia (KKMM) on 4 November 2020. He graduated with a Bachelor of Science in Mathematics and Bachelor of Science in Statistics from the University of Minnesota, USA, and has an accumulated 28 years of extensive experience in public administration. He began his career as an Assistant Secretary for the Human Capital, Services and Training Division at the Ministry of Energy, Telecommunications, and Post. He also served in the Finance Office of the Perak State Government.

    One of his accomplished milestones was being appointed as the first Director of the National Institute of Public Administration (INTAN), Sabah branch. He served in this this role the longest – from year 2000 to 2009. He was given the responsibility to lead the Immigration Department in Sabah for three years, thus becoming the first Sabah native to be appointed at this position. He made another landmark achievement when he was appointed as the first Director-General of the Eastern Sabah Security Command (ESSCOM) in 2013. He also served as Senior Under-Secretary for the Human Resource Management Division for the Ministry of Education In 2014. YBhg Dato’ Sri Mohammad was later appointed as the Secretary General for the Ministry of Housing and Local Government (KPKT) in 2016, where he became the first Sabah native to be appointed to this position. He was later re-assigned, in similar capacity, to the Ministry of Entrepreneur Development and Cooperatives (MEDAC).
     
    YBRS. PN. AFIDAH AZWA BINTI ABDUL AZIZ
    Deputy Undersecretary For The Investment Evaluation Section In The Strategic Investment Divison Of The Ministry Of Finance
    YBrs. Pn. Afidah Azwa Binti Abdul Aziz was appointed on the Board of Directors of Malaysia Digital Economy Corporation (MDEC), effective 16 October 2018. She was appointed as PUNB Board member effective 19 November 2015. She served as the alternate Board member since 2013, and currently she is the Deputy Undersecretary for the Investment Evaluation Section in the Strategic Investment Division of the Ministry of Finance since August, 2017. She is also a TEKUN Nasional Board Member, which she has been a part of since 15 October 2015.

    Puan Afidah began her career in the banking industry in 2000 after graduating from the International Islamic University Malaysia (IIUM) with a Bachelor Degree in Economics in 1999. In 2009, she graduated with a Master’s in Development Economics from University Putra Malaysia (UPM).
     
     
     
    YBHG. PROFESSOR DATO’ DR HALIMAH BADIOZE ZAMAN F.A.SC

    YBhg. Professor Dato’ Dr Halimah Badioze Zaman F.A.Sc was appointed onto the Board of Directors of Malaysia Digital Economy Corporation (MDEC) effective 5 April 2019. Dato’ Dr Halimah has served in various capacities and roles at Universiti Kebangsaan Malaysia (UKM) for 39 years, which includes being one of the founding members of the Faculty of Information Science and Technology as well as a founder of the ICT niche at UKM. Currently, she is a Founding Director of the first centre of excellence in Computer Science at UKM, called Institute of Visual Informatics.

    Over the years, Dato’ Dr Halimah has played a key role in multiple collaborations with industry leaders. It is through these collaborations that she’s able to receive multiple accolades for inventions and innovations at both national and international levels.
     
     
    YBRS. LEE CHIN CHEH
    Non-Executive Independent Director  
    YBrs. Lee Chin Cheh was appointed to the Board on August 6, 2020. His passion for law saw him worked his way as he earned his law degree before starting his own firm in 1997. His prowess in the legal arena and the trust gained from clients has seen him established himself firmly in the corporate world being a legal advisor and director at many private and public companies based in Malaysia, Singapore, Indonesia, Australia and Germany over the past 23 years. He has advised and completed various cross border mergers and acquisitions in multiple fields.

    Lee began his political foray in 1997 and made strong inroads in his political career, first being named a council member with Majlis Bandaraya Petaling Jaya (MBPJ) and later becoming a state assemblyman after winning the Kajang state seat in the 2013 general election. Lee’s political career sees him now playing an active role in government, having held the post of Special Tasks Officer to the Minister of Housing and Local Government since 2018.

    His involvement beyond politics and law extends to his services to various community based organisations over the years, either as a senior office-bearer or legal advisor. Lee received his Bachelor of Law, LLB (Hons) from the University of Wolverhampton, United Kingdom.
     
    YBrs. ASSOCIATE PROFESSOR DR MUHAMMAD ABDULLAH BIN ZAIDEL

    YBrs. Professor Dr Muhammad Abdullah Bin Zaidel was appointed to the Board on August 6, 2020.With his extensive experience from the finance sector and in business management, was able to accelerate Sarawak’s economy and take it to greater heights.

    He graduated from Universiti Malaysia Sarawak (UNIMAS) with a PhD in Finance and a Masters Degree for Business Management from Universiti Teknologi MARA (UiTM). Since 2019, Dr. Muhammad Abdullah is an alumni of Harvard Business School, Harvard University. Since 2008, Associate Professor Dr Muhammad Abdullah is a Senior Lecturer at the Faculty of Economic and Business, UNIMAS. He also spent a fair bit of time in the corporate sector as well when he was a Senior Vice President at KAF Seagroatt & Campbell Securities Sdn. Bhd. and a Vice President at CIMB Securities Sdn. Bhd. Presently, he is a board member for the National Wage Consultative Council, Sarawak Economic Development Corporation, Land Custody Development Authority and Petroleum Sarawak Bhd.

    YBrs. Aireen Omar was appointed to the Board on November 3, 2020. Aireen Omar is currently President (Air Asia Digital), AirAsia Group where she is responsible for its digital strategy, promoting innovation throughout the group and encouraging collaboration across AirAsia’s businesses and markets. She oversees large, digital strategic group-wide initiatives to help transform AirAsia Group into a global, cloud and data driven, and platform company. At RedBeat Ventures, Aireen is also pivotal in incubating and growing the digital and fintech businesses such as BigLife, BigPay, Teleport, Santan, and in transforming airasia.com into more than just an airline platform.

    She is an Economics graduate of the London School of Economics and Political Science and holds a Masters in Economics from New York University.
     
    YBRS. DR DHESI BAHA RAJA

    YBrs. Dr Dhesi Baha Raja was appointed to the Board on November 3, 2020. Dr Dhesi holds a Master of Public Health and DrPH (Doctor of Public Health) and is passionate about Data Science and Artificial Intelligence. One of his key contributions to Malaysia was i-Kelahiran, a software that organizes birth data, immunization coverage & tracks high risk pregnancies in real time. The technology was then implemented in government hospitals and clinics around Malaysia. Pursuant to winning first prize in the Global Impact Competition, he was sponsored to the Singularity University in Silicon Valley where he co-founded Artificial Intelligence in Medical Epidemiology, a software that has the capability of identifying deadly outbreaks 3 month in advance & geo-locating them up to 400 meter radius.

    He was also invited by the Honorable Chancellor of Germany, Madam Angela Merkel to share his expertise on AI for Antimicrobial resistance and the use of technology to solve global grand challenges in Germany. Dr Dhesi is one of the experts that drafted the use of technology to achieve the Sustainable Development Goals for the United Nations in an expert panel meeting in New York & Geneva.
     
     
     
    YBrs. FAROUK PETER LEE

    YBrs. Farouk Peter Lee was appointed to the Board on November 3, 2020. Farouk Peter Lee has an extensive career with global multinational companies and is currently the Asia Market General Manager for AXA Group Operations, responsible for managing the delivery of IT shared services (Infrastructure and Application) for AXA businesses across Asia. Lee is also the Chairman of AXA Group Operations Hong Kong, and an Executive Board Member of AXA Group Operations Malaysia and AXA Group Operations Philippines.

    He has more than 25 years of experience leading and driving operational and IT enabled change in Insurance and Banking industry across Asia, specifically in Malaysia, Singapore, Thailand, Indonesia, South Korea, and China (including Hong Kong). Lee has held leadership roles in Accenture, DXC Technologies, New York Life Insurance, Zurich Insurance, MetLife, and AXA. He received his Bachelor of Science (Hons) in Electrical Engineering from Brown University, USA.
     
    YBRS. JALEELUDEEN ABU BAKER

    YBrs. Jaleeludeen Abu Baker was appointed to the Board on November 3, 2020. Jaleeludeen Abu Baker is currently Director of Legal & Administration at AHB International Berhad and was the Executive Director of Antah Holdings Berhad. He was part of the team entrusted to undertake Antah Group’s turnaround and corporate restructuring. The task also involved addressing and rectifying the various corporate governance issues faced. He also undertook a comprehensive legal and corporate review of its investment portfolios and led dispute resolutions

    He is also a Director at SAB Global, owner and manager of Axiom Learning and Child Enhancement center in Malaysia. He has previously held leadership roles in the licensed money services business, having represented the Malaysian money-changing industry at the 2014 Mutual Evaluation Report on anti-money laundering and counter-terrorist financing measures in Malaysia.Jaleeludeen holds a Bachelor of Laws (LL.B) (Honours) from the International Islamic University, Malaysia and was admitted as an Advocate & Solicitor, High Court of Malaya in 1995. In addition, he is a Trust Officer approved by the Labuan Financial Services Authority (Labuan FSA), a licensed Company Secretary and a Committee Member of the Institute of Approved Company Secretaries (IACS).
