Malaysia Innovation Policy Council

Malaysia’s Minister of Communications and Multimedia (KKMM), YB Gobind Singh Deo and Malaysia Digital Economy Corporation (MDEC) recently introduced the Malaysia Innovation Policy Council (MIPC).

MIPC’s objective is to accelerate the growth of the Malaysia’s tech industry by promoting and upgrading policies/regulations to encourage and drive greater innovation to boost Malaysia’s overall digital economy. It is a platform for private sectors to propose digital tech initiatives, that comes with policy and regulatory challenges that hinder innovation and economic growth.

Driven by the people, MIPC comprises two standalone committees: the Industry Coordination Committee and the Intervention Committee. Each committee performs different roles, with different sets of responsibilities and scope of work.

Industry Coordination Committee

Objective

  • Identify and discuss matters relating to industry collaboration pertaining to digital tech initiatives that comes with regulatory challenges and issues

Scope

  • Digital economy impact / industry impact to the country
  • Regulatory issues

Roles and Responsibility

  • Provide advisory, facilitation and alignment between industries for digital tech initiatives
  • Provide input and recommendations on regulatory issues and challenges for the proposed digital tech initiatives
  • Identify stakeholders that are relevant to the highlighted regulatory issues
  • Escalate the regulatory related issues to the Intervention Committee (chaired by KKMM Minister)

Membership Criteria

  • By Invitation from the Industry (including but not limited to industry associations, prominent representatives from tech scale ups and start ups, corporates, funding associations and venture capitals) and relevant stakeholders pertaining to proposed initiatives
  • Appointment by MDEC CEO on needs basis

Members

  • Committee members are invited to all meetings
  • Additional members will be invited on needs basis

Frequency of Meetings

  • 6 times per year

Intervention Committee

Objective

  • Assess, recommend, and escalate policy and regulatory issues relating to the digital tech initiatives 

Scope

  • Policy and regulation intervention

Roles and Responsibility

  • Set up taskforce from relevant ministries, agencies and stakeholders for required solutioning
  • Oversee and receive input from the taskforce for next step recommendation
  • Escalate the policy/regulatory related issues to the appropriate authority level including Cabinet and Parliament if necessary

  • By invitation (Relevant ministries, agencies, regulators and statutory bodies pertaining to projects)
  • Appointment by KKMM Minister on needs basis

Process

Nominate

  • Private sectors to submit proposals to secretariat (online submission)
  • Secretariat (MDEC) to conduct pre-assessment with relevant stakeholders
  • Secretariat to select and finalise proposals for council meeting
  • Secretariat to circulate meeting invitation to council members

Scope

  • Industry Coordination Committee Meeting will lead the following tasks:
  • Presentation by proposal owners
  • Discussion and deliberation by committee members
  • Identify relevant stakeholders for the selected proposals
  • Secretariat (KKMM) to circulate meeting invitations to relevant ministries, agencies and stakeholders

Intervention

  • Intervention Committee Meeting will lead the following tasks:
  • Presentation by proposal owners
  • Committee members to identify and set up solutioning taskforce
  • To appoint the lead for the taskforce to carry out the next steps

Action

  • Project owners to work with taskforce for matters with regards to policies and regulations
  • Taskforce to recommend next steps to the Committee Members

Submission Guideline:

  1. Proposal must be related to digital tech initiatives to further improve the tech ecosystem and grow the digital economy of the country.
  2. Highlighted the regulatory challenges that comes with the proposed initiatives, and the economic and social impact if the problems are solve.
  3. Submission has to come from the private sectors and industry representative - i.e associations, foundations, or working group of companies.

Submission Period:

  • 1st submission batch: 25 April – 31 May 2019
