REVOLUTION OF FUTURE MALAYSIA’S DIGITAL CONTENT

The MDEC Digital Content Grant is a government funding designed and created to support local digital creative content companies in developing, producing, co-producing and marketing their digital content in animation, digital games and ​ interactive media content ​

The three main objectives are:

Create and develop sustainable ecosystems for job creation, business planning, and market expansion.
Develop and enhance local creative, technical and human capital competencies by leveraging on international partners.
Create Malaysian-owned or Malaysian-shared intellectual property.

THE DEVELOPMENT GRANT

Development Grant focuses on the development stage of the Project, the stage where it involves idea generation, production design, market research and marketing analysis. The development stage is defined as a planning phase of the Project.

This includes development of the idea into working script, research and development (R&D) of the concept, business plans, and preparation of documents which are investor-friendly. Applicants with new project/IP/idea within the Eligible Project Categories are encouraged to apply for funding under the Development Grant.


ELIGIBILITY CRITERIA


  1. The applicant is a company incorporated in Malaysia.
  2. More than Fifty Per Cent (50%) of the legal and beneficial ownership of the applicant is vested in Malaysian(s).
  3. The applicant is not the subject of a winding up order.
  4. Where the applicant has received funding from MDEC and/or any other ministries or agencies under the Government of Malaysia of any amount exceeding RM150,000.00 (in a single case):
    1. all such fund have been fully utilised; and
    2. all projects thereunder have been completed i.e. all milestones have been delivered to the satisfaction of the provider of such funding as duly acknowledged and certified by the provider of such funding.
  5. The applicant fulfils at least One (1) of the following:
    1. the applicant has a minimum of Two (2) years track record in the development of creative works whether as an outsourced service provider or in creation of original works; or
    2. where the applicant has been in operation for less than Two (2) years, the Applicant must have a minimum of Two (2) staff [whereby at least One (1) of the staff has at least Three (3) years track record of delivering projects (whether as an outsourced service provider or in the creation of original works)] in its employment.

ALLOWABLE PROJECT DURATION


Up to 8 months.

PRODUCTION GRANT

Production Grant focuses on the production stage of the project which involves the activity of creating, assembling, aggregating and generally producing or generating content.


ELIGIBILITY CRITERIA


  1. The applicant is a company incorporated in Malaysia.
  2. The applicant has an issued and paid up share capital of at least RM50,000.00.
  3. More than Fifty Per Cent (50%) of the legal and beneficial ownership of the applicant is vested in Malaysian(s).
  4. The applicant is not the subject of a winding up order.
  5. Where the applicant has received funding from MDEC and/or any other ministries or agencies under the Government of Malaysia of any amount exceeding RM250,000.00 (in a single case):
    1. all such fund have been fully utilised; and
    2. all projects thereunder have been completed i.e. all milestones have been delivered to the satisfaction of the provider of such funding as duly acknowledged and certified by the provider of such funding.
  6. The applicant fulfils at least One (1) of the following:
    1. the applicant has a minimum of Two (2) years track record in the development of creative works whether as an outsourced service provider or in creation of original works; or
    2. where the applicant has been in operation for less than Two (2) years, the applicant must have a minimum of Five (5) fulltime staff whereby at least Fifty Per Cent (50%) are production staff with at least Two (2) years of track record of delivering projects whether as an outsourced service provider or in the creation of original works.

ALLOWABLE PROJECT DURATION

Up to 24 months.

CO PRODUCTION GRANT

The Co-Production Grant is designed to provide financial assistance to a project within the Eligible Project Categories to be co-produced by a Malaysian company and one or more foreign company(ies).

Each co-production is made in accordance with an agreement entered into between the aforesaid parties, whereby all relevant rights, responsibilities, specific requirements and Project milestones are clearly set out.


ELIGIBILITY CRITERIA

  1. The applicant is a company incorporated in Malaysia.
  2. The applicant has an issued and paid up share capital of at least RM50,000.00.
  3. More than Fifty Per Cent (50%) of the legal and beneficial ownership of the applicant is vested in Malaysian(s).
  4. The applicant is not the subject of a winding up order.
  5. The applicant has entered into a written contract OR a committed arrangement with a foreign co-production partner(s) (“Foreign Co-production Partner(s)”) for the co-production of the Project;
  6. The applicant has received a written confirmation from:
    1. the Foreign Co-Production Partner(s) demonstrating its financial ability to complete its portion of the Project; and
    2. at least One (1) broadcaster or distributor on presales/distribution intent (for Animated Series only)
  7. Where the applicant has received funding from MDEC and/or any other ministries or agencies under the Government of Malaysia of any amount exceeding RM250,000.00 (in a single case):
    1. all such fund have been fully utilised; and
    2. all projects thereunder have been completed i.e. all milestones have been delivered to the satisfaction of the provider of such funding as duly acknowledged and certified by the provider of such funding.
  8. The applicant fulfils at least One (1) of the following:
    1. the applicant has a minimum of Two (2) years track record in the development of creative works whether as an outsourced service provider or in creation of original works; or
    2. where the applicant has been in operation for less than Two (2) years, the applicant must have a minimum of Five (5) fulltime staff whereby at least Fifty Per Cent (50%) are production staff with at least Two (2) years of track record of delivering projects whether as an outsourced service provider or in the creation of original works.

Creative Industry Export Acceleration and Enterprise Development (CREED)

The Creative Industry Export Acceleration and Enterprise Development (CREED) is an end-to-end fund to address long-term industry growth and sustainability. CREED is designed to ssupport established creative content companies with a history of successful IP developed and commercialized.


ELIGIBILITY CRITERIA

    1. The applicant is a company incorporated in Malaysia.

    2. The applicant has an issued and paid up share capital of at least RM100,000.00.

    3. More than Fifty Per Cent (50%) of the legal and beneficial ownership of the applicant is vested in Malaysian(s).

    4. The applicant is not the subject of a winding up order.

    5. The applicant must have local, regional or international partners, investors, broadcasters or distributors to support the Project.

    6. The applicant is an MSC Malaysia status company for a year or above within the Digital Creative Content cluster.

    7. The applicant has commercialized their previous IP(s) locally or globally

    8. The applicant has been involved with Licensing & Merchandising activities for their previous IP(s)

    9 The proposed project is a new project that:

      i. owned or co-owned by the Applicant or the Applicant has the rights to exploits the project;
      ii. have not been published / broadcasted; 

      iii. have not been submitted to or otherwise produced in 
connection with other competitions or other government initiative programs;

    Where the applicant has received funding from MDEC and/or any other ministries or agencies under the Government of Malaysia of any amount exceeding RM500,000.00 (in a single case):

      i. all such fund have been fully utilised; and
      ii. all projects thereunder have been completed i.e. all milestones have been delivered to the satisfaction of the provider of such funding as duly acknowledged and certified by the provider of such funding.

ALLOWABLE PROJECT DURATION


Up to 60 months.

IP MARKETING & LICENSING GRANT

IP Marketing & Licensing Grant is a financial assistance provided to IP creators with market ready product (s). This includes IP extension, IP registration, development of style guide and other activities related to marketing, promotion, localization, commercialization, licensing or distribution.


ELIGIBILITY CRITERIA

  1. The applicant is a company incorporated in Malaysia.
  2. More than Fifty Per Cent (50%) of the legal and beneficial ownership of the applicant is vested in Malaysian(s).
  3. The applicant is not the subject of a winding up order.
  4. Where the applicant has received funding from MDEC and/or any other ministries or agencies under the Government of Malaysia of any amount exceeding RM150,000.00 (in a single case):
    • all such fund have been fully utilised; and
    • all projects thereunder have been completed i.e. all milestones have been delivered to the satisfaction of the provider of such funding as duly acknowledged and certified by the provider of such funding.
  5. The applicant fulfils at least One (1) of the following:
    • the applicant has a minimum of Two (2) years track record in the development of creative works whether as an outsourced service provider or in creation of original works; or
    • where the applicant has been in operation for less than Two (2) years, the Applicant must have a minimum of Two (2) staff [whereby at least One (1) of the staff has at least Three (3) years track record of delivering projects (whether as an outsourced service provider or in the creation of original works)] in its employment.
  6. The applicant has ready product to market and to commercialize it. The applicant must have
    • marketing strategy and possible outcome and
    • trailer / pilot episode / game prototype or
    • production bible or
    • complete animation series or animation feature or
    • complete playable games

Up to 12 months.

TERMS & CONDITIONS


  1. Each applicant MUST meet all the Eligibility Criteria for each type of grant
  2. Each applicant is allowed to apply only for 1 (one) project for all categories (Animation, Interactive Media and Innovation in Creative Technology)
  3. For Production Fund application, applicant MUST already have animation teaser/trailer, animation episode, developed game/product prototype or game/product demo.
