1. What is the SME Digital Accelerator?

2. Who can join the SME Digital Accelerator?

The Programme is open for all traditional businesses and SMEs incorporated in Malaysia. The Programme is targeted to SMEs in the Services industry including but not limited to Retail, F&B, Logistics and Professional Services.

3. What does the Programme include?

Through the Accelerator, participants can gain access to digital experts, learn more about the necessary skills and know-how behind digital adoption, assess the available and suitable digital solutions as well as gain the opportunity to tap into digitalisation incentives.

4. What are the Programme sessions like?

Through the Accelerator, participants can gain access to digital experts, learn more about the necessary skills and know-how behind digital adoption, assess the available and suitable digital solutions as well as gain the opportunity to tap into digitalisation incentives.

Stage 1: Participants/SMEs will attend a series of online workshops to identify pain points or opportunities in digital space and prioritise them to bring impact to business.
Stage 2: SMEs are required to implement at least one (1) digital solution to achieve adoption benefits based on before and after results. SMEs can apply for digitalisation incentive where applicable.
Stage 3: Tracking and monitoring progress for impact measurements.

Other new and exciting areas like Cybersecurity and Data Analytics are also being explored.

The programme is free of charge with a first come first served basis. Seats are limited.

Throughout the 3-months Programme, participants need to attend the digital workshops, as well as implement a digital solution in your business.

What Is Smart Automation Grant (SAG)?

SAG is a matching grant for services companies to automate their business processes and move towards digitalisation.

The grant will be used solely to kick start the development and implementation of project by technology to automate the business operations.

Objectives

To future-proof Malaysian companies and ensure their competitiveness in the coming years by assisting them to move up the value chain from a technology frontier in automating their business operations.

To identify pain points, gaps of their business and identify potential solutions to automate their business operations.

Project Duration

Total 4 months duration

Project implementation period is up to 1 month.

Post monitoring to achieve project outcome is up to 3 months.

Application Eligibility Criteria

GENERAL SERVICES SECTOR

The Applicant is required to meet the following criteria at all times and to continuously meet the criteria throughout the project period.

  1. Local company
    • Incorporated in Malaysia under the Companies Act 1965 or the Companies Act 2016;
    • Minimum issued and paid up capital of RM50,000;
    • Minimum of 51% equity held by Malaysian(s). For companies which shareholders are another company, the same rule applies. The checks are limited to three tiers of shareholding.
  2. Enterprises / Sole Proprietorships / Partnerships:
    • Registered under Registration of Business Act 1956;
    • Minimum of 51% owned by Malaysians; and
    • Providing professional services which includes but not limited to Legal, Accounting, Surveying, Engineering, Architectural, Consultation, Management, Employment and Security (Private Agency) Services;
  3. Limited Liability Partnerships:
    • Registered under Limited Liability Partnerships Act 2012;
    • Minimum of 51% owned by Malaysians; and
    • Providing professional services which includes but not limited to Legal, Accounting, Surveying, Engineering, Architectural, Consultation, Management , Employment and Security (Private Agency) Services; ”
  4. In operation for at least 1 year.
  5. Not the subject of liquidation/winding up /bankruptcy order *and has no going concern issue. (*If the Applicant has going concern issue (as reported in their latest audited account, the Applicant to provide a letter of undertaking by the shareholder and/or director of the Applicant to undertake that in the event that their application is approved, the Applicant shall perform its obligations under the terms & conditions to be issued by MDEC and to provide financial support to the Applicant to enable the Applicant to meet its obligations and/or liabilities under the terms & conditions.)
  6. Company director/ shareholder/ partner/ senior management to declare and disclose if there is any close business relationship/close family relationship with any of MDEC’s director or employee.
  7. Company director/ shareholder/ partner/ outsourced partner to declare if they are under any litigation (not applicable for grants under RM 50,000).
  8. Companies with common shareholder/s can only submit application for one company only.
  9. If previously has received any MDEC/government grant, the applicant must demonstrate the completion and success of the funded project/s.
  10. The business nature of the company – to see if it falls under the following categories.
    • Non-technology related service – Registered business activities comprising primarily traditional or non-technology activities from the service sector .
    • Professional services – Registered under Registration of Business Act 1956 or Limited Liability Partnerships Act 2012 or any other relevant Malaysian law or regulation as well as providing professional services which includes but not limited to Legal, Accounting, Surveying, Engineering, Architectural, Consultation, Management , Employment and Security (Private Agency) Service.

1. What is Smart Automation Grant (SAG)?
SAG is matching grant for services companies to automate their business processes and move towards digitalisation.

2. What can it be used for?
The matching grant will be used solely to kick start the implementation of project by adopting technology to automate the business operation. 

3. What are the expected outcomes of SAG?
This matching grant is intended to assist services companies embarking on automation to achieve one of these outcomes: 

  • Increase in revenue. 
  • Savings in business cost. 
  • Reduction of process time cycle. 
  • Reduce man hours. 
  • Create new sources of growth.

4. Who can apply for this grant?

  • The Applicant must be a company with the registered business activities comprising primarily traditional or non-technology activities from the service sector. 
  • The companies from the service sector include Retail, Wholesale, Food and Beverages, Tourism, Logistics, Transportation, Education, Healthcare, Real Estate, Professional Services and Financial Services. The list of the services sector will be regularly updated.

5. What is the criteria for the selection of tech-solution company by SAG applicant?

The Applicant is required to ensure that the technology solution provider (TSP) to be appointed for the implementation of the project shall meet the following criteria at all time of application; and if approved, at all times during the Project Availability Period:

  1. Local TSP: Company incorporated under the Companies Act 1965 or the Companies Act 2016 with paid-up capital of at least RM50,000;
  2. Foreign TSP: Company incorporated under the relevant laws of its country with paid-up capital equivalent to at least RM50,000;
  3. The TSP  is  NOT the shareholder of the Applicant and vice versa;
  4. Successfully deployed digital solutions to at least 10 enterprises which have achieved at least  one of these outcomes:
    • Increase in revenue; 
    • Savings in business cost; 
    • Reduction of process time cycle; 
    • Reduction in man-hours; and/or
    • Create new sources of growth.
  5. Has entered into a written contract or a committed arrangement with Applicant for the development and implementation of the project under the SAG.

6. What are the eligible expenses?

The eligible expenses are the approved project costs that are critical to the project success. 

  • Expenses include: 
    • Cost of IT Hardware or IT equipment 
    • Cost of Software associated 
    • License fee 
    • Process redesign 
    • Testing and certification costs associated with the development of the project. 
    • Training costs associated to the project 
  • Non-eligible expenses: 
    • Salary 
    • Outsourcing outside the country 
    • Calibration (deemed as part of maintenance) 
    • Any form of taxes 
    • Expenses in obtaining certification & accreditation 
    • Maintenance of plant / equipment 
    • General purpose computers and peripherals 
    • Mobile phones 
    • Tablets, laptops and personal computer 
    • Camera 
    • Furniture or any office interior materials. 
    • Travelling expenses 
    • Coaching and mentoring 
    • Utilities 
    • Office rental 
    • Audit fee 
    • Secretarial fee

7. What is the amount of this grant?
 

The amount of matching grant which will be awarded to each successful applicant for up to fifty percent (50%) of the total project cost or subjected to a ceiling limit of RM200,000. 

8. What is the reimbursement process?
 

The matching grant will be reimbursed based on achievement of the agreed milestone deliverables, which will be limited to 2 times payments as follows;

  1. 1st Payment – Implementation Costs
    • 50% of the approved grant amount or up to 50% of the actual cost incurred whichever is the lower, in respect of the payment made by the SAG Recipient to the technology solutions provider/s (“TSP”) in relation to the implementation of the project. 
    • Supported with the following deliverables, completed and submitted to the satisfaction of MDEC by the set timeline. 
      • Written engagement commitment of SAG project implementation between the SAG Recipient and the TSP;
      • User Acceptance Test document;
      • Demonstration of project implementation; and/or
      • Such additional information and/or other documents as may be requested by MDEC. 
  2.  2nd / Final Payment – Remaining Costs
    • Balance of up to 50% of the approved grant amount or up to 50% of the actual cost incurred whichever is the lower, in respect of the payment made by the SAG Recipient to the TSP in relation to the implementation of the project, based on the final outcome achieved. 
    • Supported with the following deliverables, completed and submitted to the satisfaction of MDEC by the set timeline;
      • A report (in such format as may be specified by MDEC) and supporting documents indicating the completion of the Project ie. Certificate of Completion by TSP and achievement from one of these outcomes:
        • increase in revenue;
        • Savings in business cost;
        • Reduction of process time cycle;
        • Reduce man-hours; 
        • Create new sources of growth; and/or
      • Such additional information and/or other documents as may be requested by MDEC.

9. What are the consequences in the event the grant recipient did not fulfil the grant’s obligation?
 

The grant shall be cancelled or terminated if the SAG recipients: 

  1. Fails to submit a claim for disbursement by specified due dates or upon expiry of the specified availability period for the incentive; 
  2. Fails to deliver any of the deliverables specified in the terms & conditions issued by MDEC; or
  3. Fails to meet any eligibility criteria for any reason whatsoever during the specified availability period for the incentive which shall commence from the date of the terms & conditions issued by MDEC; and/or
  4. Fails to perform or comply with or commits a breach on any of the obligations specified in the terms & conditions issued by MDEC.

10. What are the consequences in the event the grant is being cancelled or terminated?
 

In the event of breach and/or the incentive is being cancelled or terminated, the Applicant: 

  1. May be subject to clawback on the amount already disbursed or such other smaller amount as MDEC may specify; and/or
  2. MDEC has the right to blacklist the Applicant.

11. How to apply for the grant?
 

This matching grant can be applied through Direct Application

  1. Interested business owners can register at mdec.my/sag.
  2. The submission shall comprise of a duly completed application form with other relevant documents as requested and email to [email protected]

12. Application Document

Mandatory documents to be submitted for the application are as follow:

  1. Fully completed and signed SAG application form;
  2. Following documents:
    • Applicable for Company only: Incorporated more than 1 year:  Company’s financial statements (Copy of latest Audited Accounts and latest to-date Management Accounts). A copy of the latest audited account must be dated and certified by the Commissioner of Oath/ Company’s Secretary / Company’s Auditor. If the Applicant is unable to do so, the Applicant is required to provide justification. (e.g., previously dormant);
    • Applicable for Enterprises / Sole Proprietorships / Partnerships/Limited Liability Partnerships which providing a professional service which includes but is not limited to   Legal, Accounting, Surveying, Engineering, Architectural, Consultation, Management, Employment and Security (Private Agency) Services: The firms’ latest tax return and supporting management accounts.
  3. Applicable For Company Only: Board of Director Resolution on the appointment of the authorized signatory as per template;  
  4. Proof of written contract or a committed arrangement with technology solution provider for the development and implementation of the project. Note:  The written contract should be signed by both Applicant and the technology solution provider i.e.:  Letter of Award, Letter of Commitment, Master Services Agreement etc. which should include the breakdown costing and scope of work. The quotation is not considered as a written contract;
  5. Proof of project completion (i.e: closure letter from the ministries/agencies). For Applicant applying or has previously received a grant from MDEC/government (if applicable);  
  6. CCRIS Report for top 5 shareholders; 
  7. Supporting document in relation to the Technology Solution Provider (TSP):  
    • For local TSP: Latest SSM Search Report from the link: https://www.ssm-einfo.my/ (valid within two months from the date of submission); 
    • For foreign TSP: Document/report equivalent to SSM report as evidence of incorporation and proof that the paid-up capital is equivalent to at least RM50,000.00;
  8. Proof of successful deployment of the digital solutions to at least 10 enterprises that have achieved one of these outcomes: 
    • Increase in revenue; 
    • Savings in business cost ;
    • Reduction of process time cycle;
    • Reduce man-hours; and/or
    • Create new sources of growth.

13. I am a Malaysian owner but my company is registered abroad. Can I participate?

No, as the SAG eligibility criteria is incorporated under Malaysia laws.

14. How do I submit my application if I own multiple companies?

SAG is allowed once for companies with the same shareholding

15. What is MDEC’s role in this Smart Automation Grant ?

MDEC is the Programme manager for Smart Automation Grant.

16. When will I know the outcome of my submission? How will I be notified?

MDEC will acknowledge receipt of the complete submission in term of application form and supporting documents.

MDEC verifies application based on the eligibility criteria and will notify the applicants via email to participate in the pitching session.

LATAR BELAKANG

Strategi ‘Cloud First’ pertama kali diperkenalkan di MSC Malaysia Implementation Council Meeting (ICM) ke-29 pada 19 Oktober 2017. Strategi ini merupakan inisiatif antarabangsa yang menyarankan penggunaan pengkomputeraan awan di sektor awam. Sasaran kerajaan adalah untuk mencapai 50% penggunaan pengkomputeraan awan di sektor awam menjelang 2025.

MANDAT

Dasar ‘Cloud First’ telah dipersetujui oleh Jemaah Menteri pada 29 Januari 2020 melalui Memorandum kepada Menteri Komunikasi dan Multimedia mengenai Kerangka Dasar Hab Perkhidmatan Awan dan Pusat Data Kebangsaan. Selaras dengan keputusan ini, sektor awam kini dikehendaki untuk mengutamakan penggunaan pengkomputeraan awan di bawah Dasar ‘Cloud First’.

Bagi merealisasikan 50% penggunaan pengkomputeraan awan di sektor awam, Cloud Computing Committee (C3) ditubuhkan di bawah Jawatankuasa Pemodenan dan Pendigitalan Sektor Awam (JPPSA) oleh kerajaan pusat pada Ogos 2019.

Bagaimana Pengkomputeraan Awan berfungsi?

Pengkomputeran Awan berfungsi melalui 2 model:

a. Deployment model. Jenis-jenis perkhidmatan pengkomputeran awan didalam model ini adalah seperti berikut:

Public cloud
Awan Persendirian ini hanya ditujukan kepada pengguna atau organisasi yang tertentu sahaja. Pengguna luar tidak dapat mencapai data di dalam awan persendirian ini.
Private cloud
Awan Awam ini boleh digunakan oleh sesiapa sahaja . Di antara contoh awan awam ini adalah seperti Amazon Elastic Compute Cloud (EC2), IBM’s Blue Cloud, Sun Cloud, Google AppEngine dan Windows Azure Services Platform
Hybrid cloud
Awan Hibrid ini adalah kombinasi di antara awan persendirian dan awan awam dimana sesebuah organisasi menyimpan data yang penting di dalam storan awan persendirian dan selainnya dikekalkan di dalam storan awan awam.
Community Cloud
Awan Komuniti merupakan kombinasi di antara awan awam , persendirian dan hibrid. Ianya dikongsi oleh pelbagai organisasi diikuti dengan ketetapan seperti keselamatan,pematuhan dasar dan bidang kuasa. Awan Komuniti boleh diuruskan secara luaran, pihak ketiga atau in-house environment .

    MY Digital Creativity Festival is a combined animation and game community based virtual festival to celebrate the digital creative content industry ecosystem in Malaysia and the rest of South-East Asia throughout the month of September 2021.

    Beginning in 2015, LEVELUP KL initially started as an event specifically for participants from within the gaming industry. In 2019, LEVELUP KL opened their doors to the public audience for the first time, creating an inclusive community where everyone can experience the latest game related content and share their love and appreciation for the gaming industry.

    Having been around since 2009, Kre8tif! has maintained a strong dedication to gathering industry participants from the animation and design industry, with 2021 being their first major event with public attendees.

    Both LEVELUP KL and Kre8tif! share the objectives of:

    • Driving business opportunities for our local games and animation industry
    • Being a promotional platform for our local product and services to public and potential investors & buyers (broadcasters / publishers)
    • Being a platform to invite local & regional companies to promote Malaysia digital creative industry for future investment opportunities;
    • To promote and educate the masses on the Digital Economy, specifically digital content careers and entrepreneurial opportunities

    Malaysia Digital Economy Corporation (MDEC) is an agency under the Ministry of Communications and Multimedia Malaysia (KKMM) with a close to 25-year track-record of successfully leading the ICT and digital economy growth in Malaysia. LEVELUP KL and Kre8tif! are both initiatives organized and run by MDEC.

    The beneficiaries of the LEVELUP KL and Ke8tif! programmes are industry players within the gaming and animation ecosystem, such as studios, publishers and learning institutions, and all Malaysians.

    SEA Game Jam is a 48-hour game jam organized held in conjunction with LEVEL UP KL 2021, whereby game developers from South East Asia region will be working together to create games in a competitive environment following a theme. The best game will win a gift card totalling $500 announced during LEVEL UP KL.






    ELIGIBILITY

    The SEA Game Jam is open to all individual game developers from the South East Asia region. All participation is under individual capacity without any representation of any legal entity related to the participant such as companies, institutions, organizations etc.


    RULES & REGULATIONS

    You can join the jam either as a solo game developer or a pre-formed team

  • Maximum of 5 members per team
  • There are no participation fees
  • All works and assets must be original
  • All games must be developed during the jam
  • Games can be on any platform
  • The final game and short 1-2 minute gameplay footage are to be uploaded to Google Drive with a link forwarded to the organizers

    INTELLECTUAL PROPERTY

    As between the organizer and the Participant, the Participant has and retains all intellectual and proprietary rights in and to the entry that Participant had at time of submission of the entry and Participant’s agreement and acceptance SEA Game Jam Terms and Conditions. Without limiting the Terms and Conditions of the SEA Game Jam, as a condition of entry, Participant grants the organizer a perpetual, irrevocable, worldwide, royalty-free, and non-exclusive license to use, reproduce, publicly perform, publicly display and create a derivative work from, any entry in whole or in part that Participant submits to this SEA Game Jam for the purposes of marketing and promotion of the event and to allow the organizer to test and evaluate the entry for judging evaluation and prize award verification.


    TERMINATION

    The organizer reserves the right to cancel, terminate, modify, or suspend the Game Jam in its sole and absolute discretion if the Game Jam becomes technically corrupted or is not capable of being run as planned, including infections by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures or any other causes beyond the control of organizer that corrupt or affect the administration, security, fairness, integrity, or proper conduct of the Game Jam. In such an event, the organizer will post notice at the official website and will implement an alternate means for awarding all prizes./p>


    RELEASE & INDEMNIFICATION

    By entering the Game Jam, each participant releases and holds harmless organizer, its parents, subsidiaries, and affiliates, and each of their respective officers, directors, agents, and employees from any and all responsibility or liability arising out of or relating to:

    (i) any personal injury, death, property (including computer) damage, or other loss or claim of any kind arising from or in connection with any violation of these Official Rules; the Game Jam; the acceptance, possession, or use of any prize; or any travel required by the Game Jam;

    (ii) any entry or other materials that have been tampered with, that are misdirected, incomplete, incorrect, non-conforming, corrupt, lost, late, or ineligible, or, with respect to mail-in entries or materials, that are sent postage due; and

      Malaysia, as it now stands, has become a regional hub for creative content development and is now looking to amplify its capabilities and take on the role of a regional powerhouse. Critical to this is the continuous growth and development of the digital creative content industry. This includes developing, expanding, and evolving the core pillars for this space, such as videogames and e-games, digital arts, creative writing, visual effects, and animation.

      There are multiple initiatives that digital content creators can consider to sign-up for – from grants to pitches, varied industry networking sessions, and ecosystem support. Key among them is the Digital Content Enrichment & Upskilling Programme (DICE-UP).


      What is DICE-UP?

      DICE-UP is an initiative that provides financial incentives, up to RM10,000, on skills development to strengthen and further grow the digital creative content industry. At the same time, it will also focus on improving the sustainability and even future-proofing the digital creative content ecosystem.

      SkillsGlo Placement

      An international full time on-job-training placement that aims to prepare the local employees with advance skills in pre-production/production/post-production related to digital creative content.

      Upon programme completion, a promotion involving an advancement in designation/salary/benefits is awarded to the employee.

      The duration of on-job-training placement is at least two (2) weeks to a maximum of three (3) months for a minimum of eight (8) hours training per day is applicable.


      SCOPE

      The hosting company:

      • The on-job-training must be related to benchmarking and best practices of digital creative content activities;
      • For the application by local Malaysian Company, the hosting company must not be within the same group of companies; and
      • The hosting company shall be in its’ headquarter, technical centre, central production facility, or equivalent location that is deemed appropriate by the Technical Evaluation Committee.

      The applicant/employer is only allowed to apply for maximum of five (5) employees for this on-job-training program.




      Amount Incentive

      Up to RM10,000 for the airfare and/or stipend and/or accommodation.




      The Applicant is required to meet the following criteria at all times:

      The Company

      1. The applicant is a company incorporated in Malaysia.
      2. The applicant has not been incentivised for the same program from any entity.
      3. The Applicant is not the subject of a winding up order and has no going concern issue.
      4. The Applicant is a digital creative content company involves in the animation or game development or VFX.
      5. The Applicant has a minimum of three (3) years track record in animation or game development or VFX works either as an outsourced service provider or in creation of original works.

      For Candidate

      1. The Candidate is a Malaysian citizenship.
      2. The Candidate is a fulltime industry practitioner with a minimum of one (1) year experiences in digital creative content industry.
      3. The Candidate must be employed in the applicant’s/employer’s company as at the date of application.
      4. The Candidate has a minimum of one (1) year track record in animation or game development works or VFX either as an outsourced service provider or in creation of original works.
      5. The Candidate must have confirmed his/her registration with training provider for training course or on-job-training placement which will take place no later than there (3) months from the date of application;
      6. The Candidate is required to submit and produce evidence of appointment letter.



      Disbursement Guidelines

      1. MDEC to reimburse the actual amount to the applicant/employer in the event where the applicant/employer has already made direct payment to the service provider supported by receipt for Return Airfares (Economy Class)/ Accommodation;
      2. As for the Stipend, employee will receive the full amount of the contracted incentive. There will be no claim or subsidy to be provided beyond the approved incentive amount;
      3. Application for disbursement shall be made by applicant/employer within fourteen (14) days upon course completion in which the manner of disbursement is through online payment/issuance of cheque or wire transfer.

      • short course; and

      It is open to Malaysians in a Senior Management position and above who works in digital creative content company with the following criteria:

      • The company is involved in digital creative content industry for at least 3 years;
